How the evidence desk scores a route
Discovery sets research order; evidence sets the signal.
Domain first, verdict second
Scores begin with identity resolution: brand, hostname, operator and jurisdiction. Discovery demand can decide what enters research, but only evidence decides publication and signal color.
Automated collection helps locate entities, normalize names and compare dated records. Rule-based scoring reduces paid-ranking influence. It can still miss changes or confuse similarly named entities, so every dossier shows sources, dates, evidence limits and a correction route.
Evidence tiers
| Tier | Use | Cannot do alone |
|---|---|---|
| 1 — current primary | State regulator, statute, official register or government action | Guarantee safety or future conduct |
| 2 — authoritative secondary | Legal republication or recognized institutional explanation | Replace the current local register |
| 3 — corroborated reporting | Documented reporting with attributable records | Create an official finding |
| 4 — user context | Dated reviews, forums and complaint narratives | Prove an allegation or licence |
